As the 83rd regular session of the Texas Legislature approaches, Texas prisons are filled to the brim, and I am reminded of William Faulkner’s prescient words in “Requiem for a Nun” about an African-American unjustly accused of murder: The past is never dead. It’s not even past. In 1990 and 2000, I penned Statesman commentary pieces on the rates of incarceration in Texas, particularly for African-American males.
